I received an error message when I tried to import my data spec excel file. See the attachment for the error message. I checked my spec format which follows the Pin21 template. Appreciate anyone help me find out what case this import fails. Thanks.

"Internal error" (the garbage can of error messages ...). That can be anything ...
Anything in the log file that gives more information?
BTW, there is also a lot of GUI-based, very user-friendly, software available on the market for generating define.xml, that doesn't use these awful Excel spreadsheets.

Thank Jozef. Unfortunately, I didn't find any log for this.

I was trying to use Pinnacle 21 to do SDTM data validation. I used a program to replace my original sheet of Valuelevel and Codelists in my original data spec excel file with both sheets generated by Pinnacle 21 based on my SDTM data. This error came out when I imported the updated spec excel file. It doesn't have any issue when I try to import my original data spec excel file. I can fix it if I can learn what cause the issue. Just like you said, this error message is garbage can of error message. I have no idea what I can do for it unless I have to manually copy past to update both sheets. Which is not what I want as a programmer.    

I tried both libname and proc export to output updated excel in my program.
