It's because CDISC changed (switched) Codelist Codes in the recent version of CT. Compare versions 2012-12... vs. 2014-06...
I am not sure what is the best way to handle such inconsistenies in Standard versions.

Hi,
We noticed many false positives with CT0181 and CT0182, and upon further investigation it looks like the configuration file has the CT Codelist Codes switched (C101817 where C101818 should be, and vice versa). We saw this with the 3.1.3 configuration.
