Are the documents in the same folder as the define.xml itself? It the casing of the file name identical? Define-XML, like any XML, is "case sensitive"!
If all of that is OK, you can use an XML-Editor, a modern Define-XML editor, or just NotePad++ to check whether the "xlink:href" value is "def:DocumentRef/def:leaf" is correct.

The Validator is looking for presence of "acrf.pdf" and "csdrg.pdf" files in the same folder as your define.xml file as specified.

I assume that you do not have them yet, when you are still working on preparation of your define.xml.
