I would recommend to look at PC domain Examples in SDTM IG to understand standard SDTM Timing variables in Findings domains.
LBELTM refers to start time of sample collection.

LBELTM is not a time, it is a duration. It is the planned time elapsed (in "P" notation) relative to the reference time (can be anything - it is up to you to decide what it is).
The SDTM-IG states: "Note that the value in LBELTM represents the end of the interval at which the collection ends."
In LB Domain, if the specimen is collected over a period of time, what does LBELTM refers to- Start or End of such interval?
