You would need an actual timepoint (anchor) to express an interval with uncertainty.  In other words, you would need a YYYY-MM-DDThh:mm:ss in either side of the forward slash separator.

Also, TEDUR is expected to only be used when an element has a fixed duration; therefore, a permissible variable in TE.  For example, if you wanted to describe a resting element that lasts up to 3 weeks, then I'd leave TEDUR blank (as long as TEENRL is populated).
