ValueLevelMetadata (VML)

Will there be a check for Attribute Length="0" for variable definitions or VLM? It's a define.xml V1 specification requirement (ODM requirement Length attribute is a positiveInteger on which the define.xml V1 specification is based on). For example, assume you have an expected –ORRES with all null values and–STAT was populated, would the Length="0" be acceptable or must it be set to Length="1"?
