any timeline for 3.1.3 config file?

is there an estimate of when the 3.1.3 config file will be available for Validator v1.3 

There is no exact plan date

There is no exact plan date for the v1.4 release. However it should definitely be available before Phuse/FDA symposium, which  starts on March, 18th.
