CodeList vs ValueList

Hi, I'm hand-tweaking a define.xml from an initial template generated by OpenCDISC.

One thing that's confusing me is CodeList and ValueList. I think I get the distinction, and it seems to be the norm to use ValueList for things like --TESTCD where you might want to horizontalize a table, and CodeList for results and qualifiers, e.g. ETHNIC.

However the template define.xml does not include any ValueLists, only CodeLists. If I convert some of the value lists into code lists I get validation warnings (e.g. CT0033) because the validator is not seeing the controlled terminology in the value lists.

Is this just a current limitation of the validator, or am I doing something wrong here? Do I need to include both code lists and value lists for some variables?
